if it’s the nut stuck on the bolt, give it a soak with your favorite penetrating oil, then hit the nut with heat from a propane torch for a bit.

Cut the head off with a dremel cutting disc and use a punch to remove it from the forks. (Unless the hole in the fork is threaded, in which case penetrating lube, time, and luck. Applying heat would concern me. Not sure what effect it might have on the metal comprising the forks. Wouldn’t want to make them brittle or anything, but I’m no metalluragist.)

PB Blaster and fire  might work. (Not joking about the fire, thermal cycling can help break rusted bolts free.) Otherwise, cut it off.

you could try and pb plaster and wrench it off...its probably not torqued much, or you could save yourself the time and cut it off.

Liquid Wrench, it will unstick anything that is unstickable. Then use an air tool with a 6 point socket. That shit will come right off.

Does this bolt do anything besides hold the reflector on? If not, I would probably cut the reflector off of it with a Dremel grinding wheel and just leave the bolt alone.

In these situations, I use brute force and ignorance. If you have a good penetrating fluid, like PB Blaster (I think, we don’t have that here) spray it on, allow it to soak for a few hours.

Make sure you have the correct size wrench (spanner) and if possible use the ring end to reduce the risk of rounding the head of the bolt.

If it snaps, no big deal. You’ll figure it out.

I’m with the cut the bolt crowd then. You might be able to get enough penetrating oil in there and let it sit overnight to break it free with a cheater bar on the end of a box wrench or socket, but a new bolt should be cheap enough that it will be easier just to cut. Out of curiosity, why do you want to keep the reflector? (First thing I do when I get a bike is de-reflector it.)

step one is take a wire brush to get rid of any loose dirt/rust

2. penetrating oil

3. socket.

if that doesn’t flex then try cutting a thin slot. doesn;t have to go all way through nut. Just enough to relieve some of the pressure. grinder or dremel works well

Drexel tool on the nut. If that isn’t an option, use a hacksaw blade. Yeah, you can do it with just a blade. The blade by itself can get where the hacksaw handle can’t.

Find a product called “Kyroil” you can usually find it at fastenall or Grainger. It makes liquid wrench look like used cooking oil. I can’t even explain how well it works.

Impact wrench. One of two things will happen. Either the nut will spin off or the bolt will break. Either way, it will come off.

Those lock nuts can be a pain sometimes. Keep it soaked and it’s should come right off in a few hours or tomorrow.

If the nut is really stuck on, but the metal has rusted badly enough or is soft enough in general, when you apply a lot of force, the hexagon shape that is your nut can become a cylinder. This is called “rounding off,” because your nut will then be round. Once that happens, you won’t have flat surfaces to put a wrench on.

That’s where the vice grips come in. If you don’t own a pair, buy a good quality set of 10" vice grips (locking pliers technically, vice grips is a brand name). Spend a bit of money on this tool, the good ones work MUCH better than the junky ones. Plus, a good set of vice grips is something you’ll use like a billionty times over your life of wrenching.
